What I Do

I help public authorities, international organisations, and technology-driven firms make strategic sense of complex technology agendas, particularly where digital transformation meets political reality.

Most of my work sits at the intersection of three forces that are rarely addressed together: the technical architectures that underpin modern digital infrastructure, the regulatory and policy frameworks and processes shaping how that infrastructure can be built and scaled, and the geopolitical dynamics that increasingly determine who controls what. I advise on all three – and on the decisions that sit between them.

Dr Gert Hilgers

Dr Gert Hilgers is a Berlin-based strategic advisor specialising in digital infrastructure, AI, and the governance frameworks shaping their adoption across Europe and internationally.

At Open & Agile Smart Cities and Communities (OASC), he advises local and regional authorities, institutions, and key stakeholders on scaling Local Digital Twins and interoperable digital ecosystems. He co-leads the Interoperability track at the UN/ITU Global Initiative for Virtual Worlds and AI and the United for Smart Sustainable Cities (U4SSC) working group on the Policy and Practice of Organizational Interoperability. Much of this work centres around the emerging Citiverse – and on the role of AI within interoperable data-sharing ecosystems.

Gert's perspective draws on a PhD on how political and economic forces shape policy decisions, training in development economics, and professional experience spanning Europe and the Asia-Pacific – from Brussels, London, and Berlin to Singapore, Bangkok, and Shanghai. He is a member of the Urban Innovators Global (UIG) Guild.
